Senior I&C Engineer

Position Summary

The primary responsibility of the Senior I&C Engineer is to perform specialized engineering assignments, within the specific engineer discipline of instruments and controls, which are clearly defined and require the application of advanced design engineering principles, techniques, procedures, and criteria. This position must be able to perform basic design level engineering work and carry out responsibilities in one or more functional areas and demonstrate a moderate level of understanding in multiple functional areas.

Critical Work

  • Develop scopes of work for I&C systems, networks and projects.
  • Design PLC SCADA networks and network block designs.
  • Design control panel layouts, radio telemetry SCADA systems using microwave, spread spectrum, licensed MAS, cellular or other radio technologies.
  • Participate in continuing editing and development of I&C master specifications.
  • Develop project specific specifications for unusual or unique instrumentation applications.
  • Supply all necessary information to Marketing Department for proposals. Assist in preparing RFQ submittals.
  • Prepare specifications by selecting products and methods used to meet project requirements, contacting sources and vendors, providing completed ISA specification sheets and writing specification sections.
  • Prepare bidding documents by designing and creating the following: Process and Instrumentation Diagrams, input/output lists, instrument lists, wiring cable schedules, conduit wiring schedules, general/index drawings, instrument installation drawings, instrument location plans, conduit layout drawings, loop wiring drawings, and I&C power distribution drawings.
  • Perform field surveys as required. This involves surveying clients’ existing facilities and documenting I&C related installations.
  • Perform field engineering as required. This includes supervising and inspecting installations, troubleshooting, and coordinating between the construction managers and contractors.
  • Provide cost estimates of projects to be bid, including labor, materials, installation and overhead. Coordinate with vendors for specifications, prices, and availability.
  • Develop control logic for projects by reading control strategies, analyzing loop drawings, and analyzing PIDs.
  • Prepare engineering documentation including populating and modifying databases, modifying I/O information, and writing requests for information as required.

  • Relies on extensive experience and judgment to plan and accomplish project goals.

  • Has full responsibility for interpreting, organizing, executing and coordinating assignments.
  • Plans and develops engineering projects, concerned with unique or controversial problems which have an important affect on major company programs. This involves exploration of subject area, definition of scope and selection of problems for investigation, development of novel concepts and novel approaches.

Job Qualifications


  • Bachelor of Science in Engineering (Civil, Electrical, Mechanical)

Certifications, Licenses, Registrations

  • Professional Engineer Certification required.


  • 10+ years of experience in the field or in a related area with at least five years of water/wastewater experience.
  • Experience writing proposals including cost estimating.

Knowledge, Skills, Abilities

  • Possess strong oral and written communication and organizational skills.
  • Ability to work as a team player and collaborate with internal team members and external clients.
  • Ability to be a creative problem solver and to think out of the box.
  • Ability to apply electrical engineering principles and practices.
  • Possess knowledge of National Electric Code.
  • Possess knowledge of IEEE green book.
  • Understanding of electrical and I&C equipment including fluke meters, motor control starters, standby generators (550 kilowatt) and other equipment as needed.
  • Ability to create and read blueprints.
  • Ability to achieve solutions to complex technical problems.
  • Ability to use a computer and CAD programs, word processing, spreadsheet, presentation, and database applications including Microsoft Office Software proficiently.
  • Knowledge of current building codes.
  • Ability to achieve solutions to complex technical problems.
  • Understanding of pavement design, piping system design, grading, and construction management.
  • Ability to work independently, manage time efficiently, and manage multiple projects concurrently while meeting deadlines consistently.
  • Ability to interface with clients professionally and appropriately.
  • Ability to successfully function in a fast paced cooperative team environment spanning across multiple offices.
  • Capable of 480 VAC designs, detailed conduit routing P&IDs, load studies, power distribution, lighting and process control, short circuit studies, single line drawings, elementary diagrams, MCC layouts, electrical specifications, logic diagrams, control schematics, assist in field construction and start-up activities.
