Long-Term CSO Plan and Phase III Combined Sewer Overflow Program

About this project

The objective of this program was to meet MDEQ criteria for public health protection relative to the more than 50 CSO outfalls on the Detroit and Rouge Rivers. The program focused on capturing combined sewer overflows and removing sanitary trash as well as disinfecting effluents from the facilities when CSO flows exceeded maximum storage volumes.

Sigma held a lead role in the overall planning, site selection, design, equipment selection, investigations into new and alternative treatment and equipment for removal of sanitary trash and disinfection chemicals, construction oversight, testing, operational recommendations, and performance reporting for eight facilities. Additional work involved performing the modeling, writing, reviewing, and editing of the overall long term CSO control plan report. This multi-volume report defined current and future programs to be implemented over the next decade in order to minimize the adverse effects of the areas combined sewer system on waterways.
